ถอดรหัสสัมพันธ์ไทย-จีน ผ่านมุมมอง”พินิจ จารุสมบัติ”

สำนักข่าวอะลามี่: หากจะเอ่ยชื่อ พินิจ จารุสมบัติ หลายคนจะรู้จักในนามอดีตนักการเมือง และรัฐมนตรีหลายกระทรวง ล่าสุดนั่งตำแหน่งรองนายกรัฐมนตรี ก่อนจะปลีกตัวเองอยู่หลังม่านการเมือง หลังจากการปฎิวัติ 2549
แม้วันนี้ พินิจ จารุสมบัติ จะบอกว่าไม่สนใจตำแหน่งทางการเมือง หันไปใช้ชีวิตทำสวนยางในจังหวัดหนองคาย แต่อดีตนักการเมืองผู้มากบารมีคนนี้ ยังไม่ทิ้งลายเสียทีเดียว
เมื่อกระแสโลกเปลี่ยนแปลง สังคมต้องเปลี่ยนตาม โดยเฉพาะการเปิดตลาดการค้าเสรี หรือ ประชาคมเศรษฐกิจอาเซียน AEC จีนในฐานะมหาอำนาจใหญ่ของโลกในย่านภูมิภาคนี้ จะเข้ามามีบทบาทเหนืออาเซียน ไทยในฐานะสมาชิกประชาคมอาเซียนจะต้องวางตัวอย่างไร “ นิตยสาร ดิ อะลามี่ ” ฉบับนี้ จับเขาคุยกับ ”พินิจ จารุสมบัติ ” กับอีกบทบาทของเขาในฐานะ ตำแหน่ง นายกสมาคมเศรษฐกิจวัฒนธรรมไทย-จีน
พินิจ ย้อนอดีตการก่อตั้งสมาคมว่าก่อตั้งจนถึงปีนี้ก็เป็นปีที่ 18 นายกสมาคมท่านแรก คือ พลเอก ชวลิต ยงใจยุทธ คนต่อมา ดร.สมคิด จาตุศรีพิทักษ์ คนที่ 3 คือ พลเอกวิชิต ยาทิพย์ และเขาดำรงนายกสมาคมฯคนที่ 4 โดยนั่งในตำแหน่งนี้ในสมัยที่ 2
ด้วยความสัมพันธ์ไทย-จีน ที่มีมาช้านาน ในอดีตมีเรือสำเภาจีนมายังประเทศไทยลำแล้วลำเล่า อันมีร่องรอยของประวัติศาสตร์ที่บ่งบอกความสัมพันธ์กันมาตั้งแต่ในสมัยโบราณจนมาถึงสมัยปัจจุบัน
“ ผู้นำจีนถึงขั้นเอ่ยความสัมพันธ์ของสองประเทศว่า....ไทยมิใช่อื่นไกล เราเป็นพี่น้องกัน.. “ซึ่งเรื่องนี้ ผู้นำของประเทศจีน ไม่เคยพูดกับประเทศไหน หรือประเทศในอาเซียน “
พินิจ บอกว่า ยุทธศาสตร์สำคัญของสมาคมฯ สร้างความสัมพันธ์เพื่อยกระดับ ความใกล้ชิดกับจีนในระดับผู้นำและประชาชน โดยสมาคมฯจะสร้างความสัมพันธ์ในทุกด้านและที่สำคัญเราจะสร้างความสัมพันธ์ในด้านวัฒนธรรม การศึกษาระหว่างไทย-จีน ทำให้ทุกวันนี้ด้านวัฒนธรรมเป็นจุดแข็งของสมาคมฯในการประสานความร่วมมือเป็นอย่างมาก
“ ตัวอย่างที่เห็นชัดคือความร่วมมือในโครงการแลกเปลี่ยนนักศึกษา โดยทางฝ่ายประเทศจีน (มหาวิทยาหัวเฉียว ณ นครเซี๊ยะเหมิน ซึ่งขึ้นตรงต่อสำนักนายกรัฐมนตรีของจีน ให้ทุนกับสมาคมเพื่อส่งข้าราชการไทยปีละ80ทุน เพื่อศึกษาต่อในประเทศจีน ดำเนินการมาเป็นปีที่ 8 แล้ว “
ทุกวันนี้คนไทยต้องการเรียนภาษาจีน เพราะมีคนจีนมาประเทศไทยจำนวนมาก รวมถึงเจ้าหน้าที่รัฐบาลจีนก็เข้ามาติดต่อเจ้าหน้าที่เป็นจำนวนมาก เช่น การเข้ามาขอรับการส่งเสริมการลงทุน นอกจากนี้ เมืองพัทยา ยังได้ลงนามความเป็นเมืองพี่เมืองน้องกับ มหานครชิงเต่า ด้วย
พินิจ บอกว่า ปัจจุบันได้สานสัมพันธ์กับมหานครต่างๆของจีนเกือบครึ่งประเทศ อาทิเช่น นครกวางโจว ซัวเถา เซี่ยงไฮ้ น่ำเอี๋ยง เตี้ยอัน นครเซี๊ยะเหมิน เมืองชิงเต่า ปักกิ่ง ฉางชุน เฉินตู คุนหมิง ซีอาน มองโกเลียใน ฯลฯ ซึ่งแต่ละเมืองที่เราไปจับมือล้วนแต่เป็นการสานสัมพันธ์ด้านลึก แนบแน่นและมีความเชื่อมโยงเป็นรูปธรรม
“ แต่ละเมืองที่เราเข้าไปเชื่อมโยงมีจุดแข็งแตกต่างกัน แต่ละเมืองมีประชากรมากถึงร้อยล้านคน เช่น เมืองชิงเต่า จุดแข็งเป็นเมืองอุตสาหกรรมยางพารา อุตสาหกรรมด้านยางรถยนต์ เครื่องไฟฟ้า ไอซิ่น อิเลคโทรนิค อีกทั้งยังมีท่าเรือน้ำลึก เป็นอันดับ7ของโลกก็อยู่ที่จีน”
ล่าสุดเรามีความร่วมมือทางด้านยางพารา การลงทุนตั้งโรงงานผลิตเบียร์ชิงเต่าในเมืองไทย นอกจากนี้เมืองชิงเต่า เป็นเมืองติดทะเลเป็นแหล่งท่องเที่ยวสำคัญเรายังส่งผลไม้ไปยังเมืองนี้ปีละจำนวนมหาศาล
เมืองฉงชิ่ง นับเป็นเมืองที่มีความเจริญและร่ำรวยมากมีอุตสาหกรรมรถยนต์ อุตสาหกรรมเชื่อมโยงอีกมากมาย โดยเฉพาะเมืองกวางโจว นับเป็นเมืองหน้าด่าน ผักและผลไม้ของเราส่งไปที่เมืองนี้มากที่สุด มากกว่า2แสนตู้คอนเทรนเนอร์/ปี
“ที่เราไปเชื่อมโยงกันเอาไว้ ตอนนี้มีผู้ประกอบการไปสานต่อจำนวนมากเช่นโรงงานอะไหล่รถยนต์ ปัจจุบันมีคนไทยไปร่วมลงทุนใน ฉงชิ่ง หลายราย นอกจากนี้ยังมีคนจีนเข้ามาลงทุนทำห้องเย็นผักผลไม้ในไทยหลายรายเช่นกัน”
วันนี้ในฐานะสมาคมฯ ทำหน้าที่เป็นสะพานเชื่อมไม่เพียงเรื่องการเรื่องวัฒนธรรมและการลงทุน ยังมีเรื่องท่องเที่ยวโดยเริ่มเจาะตลาดคนจีนที่มีรายได้สูง เช่น พามาเที่ยวที่หัวหิน มาแล้วชอบแล้วไปบอกต่อ เพราะเราต้อนรับดี อาหารดี ที่พักดี เพราะในอดีตส่วนใหญ่คนจีนจะมาแค่พัทยาและภูเก็ต
นอกจากนี้ยังเป็นการกระตุ้นของการค้านำเข้าและส่งออกระหว่างสองประเทศปัจจุบันมูลค่าการค้าไทยจีนอยู่ที่ 6.5หมื่นล้านเหรียญสหรัฐ เพิ่มขึ้นในปีที่ผ่านมาซึ่งมีมูลค่าอยู่ที่5หมื่นกว่าล้านเหรียญ โดยเป้าหมายในปี56คาดว่าจะแตะ7หมื่นล้านเหรียญสหรัฐ ส่วนปี 57คาดว่าพุ่งไปแตะที่แสนล้านเหรียญสหรัฐ ได้อย่างแน่นอน
พินิจ บอกว่า ปัจจุบันจีนได้ยกระดับเรื่องงานการวิจัยและการพัฒนา ยกระดับผลิตภัณฑ์ไปสู่งานคุณภาพและมีการพัฒนาขึ้น ทั้งการบริการ เพื่อเข้าไปสู่สากลที่ดีขึ้น นั่นหมายความว่า จากนี้ไปสินค้าของจีนจะมีคุณภาพสูงขึ้น มีความปลอดภัย ความสะอาดมากขึ้น จะทำให้มีการรับประกันตามมาตรฐานสากล มากขึ้น
“ การเข้าสู่ AEC มีความสำคัญกับจีนมาก จีน หวังว่าจะเป็นสมาชิกอาเซียน 10+1 ญี่ปุ่นต้องการเป็นสมาชิกอาเซียน 10+2 เกาหลีเป็นสมาชิกอาเซียน 10+3 ซึ่งเป็นธรรมดาของประเทศที่พัฒนาแล้ว จะมีการเข้ามาเป็นหุ้นส่วนในภูมิภาคอาเซียน ที่มีประชากรรวมกันกว่า6ร้อยล้านคน เนื่องจากอาเซียนเป็นประเทศที่มีทั้งทรัพยากร โอกาสในเรื่องการค้าการลงทุน การท่องเที่ยว การพัฒนา และที่สำคัญอาเซียนนับว่ามีการพัฒนาศักยภาพสูง “
ในฐานะนายกสมาคมเศรษฐกิจวัฒนธรรมไทย-จีน ยังได้มองทะลุไปกลุ่มตลาดที่น่าสนใจอีกกลุ่มหนึ่ง คือ เมืองจีนมีชาวมุสลิมจำนวนมาก อาทิเช่น มณฑลซินเกียง หนิงเซี๊ยะ ซึ่งปัจจุบันมีนักธุรกิจมุสลิม บางรายบุกตลาดมุสลิมในจีนแล้ว โดยเฉพาะสินค้าอาหารฮาลาล ซึ่งนับเป็นตลาดใหญ่และเป็นตลาดที่มีเงิน มีกำลัง“การลงทุนกับจีนส่วนใหญ่จะเป็นแถบสีน้ำเงิน หรือเมืองชายทะเล มีการค้าการลงทุนที่เจริญ ในจีนเรียกว่า ดินแดนสีน้ำเงิน เป็นประตูการค้า และมีความร่ำรวย เพราะติดทะเล เช่น เซี่ยงไฮ้ ”
อดีตรองนายกรัฐมนตรี ย้ำว่า คนไทยต้องปรับตัว จะต้องมีความรักชาติและเสียสละ จะทำให้มีพลัง มีความตั้งใจ มีความกล้า มีความมั่นใจ นอกจากนี้เราจะต้องยกระดับเรื่อง งานวิจัยและการลงทุน (R&D) หรือ Research and development เราต้องยกระดับคุณภาพของคน จึงจะได้ประโยชน์จาก AEC ต้องมีความเชื่อมโยงประโยชน์ซึ่งกันและกัน ต้องปรับตัว เชื่อมโยงไปสู่การพัฒนา.

Through ‘ Phinij Jarusombat’s point of view”
Chairman of Thai-Chinese Culture And Economy Association

If we mention about Mr. Phinij Jarusombat, many people know him as a former politician and a minister for several ministries. Recently, he is the Deputy of Prime Minister, and after the Revolution in 2006, he left himself from a political field.
Even today he is not interested in a political position and turns himself to concentrates on the rubber tress business in Nongkhai Province, he as the former politician, does not quit it immediately.
When the world changes, society is also changes. Particularly, with the opening of a free market or free trade for Asian community (AEC), Chinese as the world’s major powers in the region will take over the role of ASEAN. So, Thailand as ASEAN members should practice it rightly. For this issue, the Alami magazine will talk to Mr. Pinij Charusombat in other position and being as a Chairman Thai-Chinese Culture And Economy Association 
He talked about the past and said that this association is already published for 18 years, and the first leader was Mr. Chowalit Yongchaiyut, and Dr. Somkid Chatusripitak was the second leader. The third one was Gen. Vichit Yatip, and he is the forth person to hold this position, and this year he holds as a second period.
Because of relations we have for a long time between Thai and Chinese, and in the past, it had a Chinese boat came to Thailand for trade, and it was record in our history. This really shows that we both have relationships since the ancient time until the recent day.
“The Chinese leader also mentioned about his relations between the two countries by saying that Thai is not a far person, but we are a brother. For this point, Chinese leader never talks to other countries or in ASEAN countries”.
Mr. Pinij said that the most important strategy of the association is to create relations with Chinese between leader and citizen level, and the association will create it in all areas. Most importantly, we will create relationship for the culture domains and education between Thai-Chinese. So, we have a strong culture in our association today.
“A very good example which we can see is the cooperation of the exchange student program, and the university in China “Hua Chiew University at Xiamen city) stands directly to the Prime Minister of China, and they give 80 scholarships to the association in order to give to Thai official to study in China. This process is operated for 8 years now. "
We should learn Chinese language today because there are many Chinese in Thailand including a lot of Chinese government come to contact with Thai government in Thailand, such as they come here for investment. More than that, Pattaya city has signed with Qingdao as a sister city.
Mr. Pinij said that we have a relationships with China almost half of his land, such as the city of Guangzhou, Shantou, Shanghai, Nam ia, Tia an, Xianmen, Qingdao, Beijing, Changchun, Chengdu, Kunming, Xi’an, and Mongolia. We all go hand in hand with these cities and having depth relationship.
“The cities which we deal with have different strengths, and each city has a lot of population and more than hundred million people, such as Qingdao city. The strong city is the city that has the rubber tree industry, the tire industry, Electrical resistance, electrode Nick, and Ports which ranked as number seven of the world located in China”
Recently, we have collaborated on the rubber and the investment for publishing beer’s Qingdao factory in Thailand, and Qingdao city is located near seaside, and it is a major tourist destination, and we also export fruits to this city in a very large amount each year.
Chongqing city is considered as a developed and lucrative city in term of automotive industry and many associated industries, especially Guangzhou city. We export vegetables and fruits to this city in large quantity, and it is approximately more than two hundred containers each year.
“We linked to it, and now there are many entrepreneurs continue it, such as auto parts industry. Currently, there a lot of Thai people invest in Chongqing, and Chinese also come to invest in a refrigerated room in Thailand to keep fruits and vegetables”.
The association today serves as a bridge to link not only the culture and investment, but there are also serves as a book for the tourists by starting at Chinese market that has a very high income, such as taking them to travel at Hua-Hin. So, when they like this place, they will keep telling to other Chinese because we service them nicely, good food, and good accommodations. In the past, Chinese came to visit only at Pattaya and Phuket city.
We do not stop at this point, we also stimulate trades by export and import between the two countries in a very high revenue. It is approximately 6.5 billions U.S. dollars, and it is increasing last year which was over five thousand million dollars. For the future goal, we expect to reach seven billion dollars for sure.
Mr. Pinij said that Chinese has raised the level of research and development and improve their products quality, such as in term of service to the universal. This means that Chinese products will have high quality, safety, and clean. So, it will be guaranteed by the international standards.
“AEC is very important for China, and they hope that China would be the member of ASEAN (10+1), and Japan wants to be the member of ASEAN (10+2) while Korea also wants to be the ASEAN member (10+3) which is normally for a country that is already developed. They will be a partnership in the region that has a population over six hundred million people. Because ASEAN countries have resources, the opportunities for trade, investment, tourism, development can be possible, and ASEAN can be considered as a high potential development”
As a leader of Economic-cultural association Thai-Chinese, he looks at the group of marketing that really interested him, such as China has a lot of Muslim group like in Shanghai and Ningbo Xiamen. Today, there are a lot of Muslim entrepreneurs, and some of them already invested in China, especially halal food. This is a huge market that has money, and people have chance to buy it.
“The investment with Chinese is mostly blue or coastal town, and it has a trade and growth investment. China called as blue territory, and it is gateway trade because they are rich due to the areas locate near the sea like Shanghai”
Former Deputy of Prime Minister emphasized that people should adapt, patriotism, sacrifice, and be confident. We also need to raise the level of research and investment (R &D) which is research and development or improve the quality of people. So, we will get benefit from AEC and should link to each other for the higher progress.
